Bertrand de Jouvenel (1903–1987) was a renowned French philosopher and political economist. In Sovereignty he turned his attention to the relationship between the distribution of power and the creation of an ethical society. More specifically, he was concerned with the potential confusion of the body politic resulting from the development of increasingly dynamic and nebulous social conditions. The text is written in an exploratory fashion, reflecting the authorial perception of an ambiguity in modern political structures. This translated Cambridge edition, (...) which was first published in 1957, was derived from a 1955 French original. It constitutes an important contribution to post-war political theory that will remain of value to anyone with an interest in questions relating to political structures and the nature of authority. Mysticisme et logique - dont on presente ici la premiere traduction francaise integrale - constitue un ouvrage crucial dans l'oeuvre de Bertrand Russell. Il comporte des textes techniques devenus classiques sur la methode scientifique en philosophie - a l'origine de ce qu'on a appele la philosophie analytique -, les constituants de la matiere, la relation des sense-data a la physique, la critique de la notion de cause, la distinction entre accointance et connaissance par description. Mais on y trouve egalement (...) des articles plus populaires sur le mysticisme, les choix de vie de l'homme libre, les vertus de l'education scientifique et le role des mathematiques. Il ne faut point y voir futile eclectisme, mais bien plutot l'expression de l'unite profonde et de l'ampleur rarement egalee d'une pensee - comme d'un engagement - d'un des plus grands scientifiques et philosophes du vingtieme siecle. Commissions of experts regularly meet to reply to questions such as: What will be the population of the country, or even of our planet, in ten, fifteen or twenty-five years? In what proportion will production have increased, what modifications will its composition and utilizations have undergone? The attraction of efforts to forecast the future continues. That is a fact. How does it proceed? That is a problem, one on which de Jouvenel focuses on in this book. The Art of Conjecture (...) clearly explains what the "study of the future" can mean. De Jouvenel emphasizes the logical and political problems of forecasting and discusses methods in economics, sociology, and political science by which the future can be studied. More importantly, he discusses the fallacies to which the "study of the future" is peculiarly likely to give rise. The author argues that it is natural and necessary for the population to have visions of the future. Without this, he states, we would only be able to set one opinion of the future against another. If the origins and meanings of these predictions remained obscure, only the event could decide among the opinions. If any man can be said to have created the serious "study of the future" in our time, it is Bertrand de Jouvenel. Futuribles, a periodical he created, continues to represent a major turning point in contemporary social science. Ethical approval must be obtained before medical research can start. We describe the differences in EA for an pseudonymous, non-interventional, observational European study. Sixteen European national coordinators of the international study on very old intensive care patients answered an online questionnaire concerning their experience getting EA. N = 8/16 of the NCs could apply at one single national ethical committee, while the others had to apply to various regional ECs and/or individual hospital institutional research boards. The time between applying for (...) EA and the first decision varied between 7 days and 300 days. In 9/16 informed consent from the patient was not deemed necessary; in 7/16 informed consent was required from the patient or relatives. The upload of coded data to a central database required additional information in 14/16. In 4/16 the NCs had to ask separate approval to keep a subject identification code list to de-pseudonymize the patients if questions would occur. Only 2/16 of the NCs agreed that informed consent was necessary for this observational study. Overall, 6/16 of the NCs were satisfied with the entire process and 8/16 were unsatisfied. 11/16 would welcome a European central EC that would judge observational studies for all European countries. Variations in the process and prolonged time needed to get EA for observational studies hampers inclusion of patients in some European countries. This might have a negative influence on the external validity. Further harmonization of ethical approval process across Europe is welcomed for low-risk observational studies. Getting ethical approval for low-risk, non-interventional, observational studies varies enormously across European countries. (shrink)

Tout en s’inscrivant dans une théorie des droits des animaux « abolitionniste », cet article entend montrer que, sous réserve du respect de certaines conditions, il n’est pas nécessairement condamnable sur le (...) plan moral d’autoriser la perpétuation des animaux domestiques – en particulier des animaux de compagnie. Ainsi, je tenterai de montrer que s’il est vrai, toutes choses égales par ailleurs, qu’il est moralement acceptable de mettre au monde des enfants sur la base d’un désir égoïste, alors il l’est aussi de laisser venir au monde des animaux de compagnie pour une raison semblable. Le fait d’avoir un enfant ou un animal de compagnie ne mobilisent pas nécessairement les mêmes enjeux éthiques. Je ferai valoir que malgré certaines contraintes, la vie des animaux de compagnie peut tout à fait être enviable. Enfin, j’indiquerai en quoi le premier argument fournit des pistes pour penser le statut légal des animaux de compagnie. | : Because of the injustices domestic animals suffer today, some animal rights theorists claim that the relationship between humans and domestic animals is intrinsically unjust, and that therefore we should not allow domestic animals to breed. I try to show in this paper that, provided that some specific conditions are respected, it is possible to allow the perpetuation of domestic animals—especially pets—while being consistent with an “abolitionist” animal rights theory. Thus, I will try to show that if, all other things being equal, it is morally acceptable to have a child based on a selfish desire, then it is morally acceptable to have a pet for the same reason. Having a child does not lead to the same ethical issues as having a pet. I will show that, despite some constraints, a pet’s life can be perfectly enjoyable. Finally, I will show how the first argument can help us to think about the legal status of pets. (shrink)

It is more and more often acknowledged that plants are sensitive organisms which perceive, value, learn, remember, solve problems, make decisions and communicate to each other in actively acquiring information on their environment. However, the fact that many complex patterns of plant behaviour exhibit cognitive skills, usually ascribed to human and non human animals, has not been fully assessed. This article intends to show the theoretical obstacles which may have prevented experimenting on such behavioural/cognitive phenomena in plants.

En fait, cette pérégrination tente de raconter comment un philosophe est amené à rencontrer les questions de la mort, de l'euthanasie et du suicide. C'est en quelque sorte le récit d'une rencontre entre la pensée et la mort. In “Ruyer, Leibniz and the Unity of Bodies”, Bertrand Vaillant addresses the problem of the unity of bodies as inherited from Leibniz by French philosopher Raymond Ruyer (1902-1987). He examines Ruyer’s metaphysical solution, a “corrected monadology”, in the light of this Leibnizian influence. He intends to show that this solution, designed to avoid the difficulties raised by Leibniz’ metaphysics, doesn’t quite succeeds in that respect.

Dem Versuch, die These zu stützen, daß Logik und Mathematik eins seien, hat Russell mehrere Bücher gewidmet, unter anderem das dreibändige, gemeinsam mit A. N. Whitehead verfaßte Werk "Principia Mathematica" (1910-1913). Die "Einführung in die mathematische Philosophie" faßt die Ergebnisse dieser Untersuchungen zusammen, ohne Kenntnisse der mathematischen Symbolik vorauszusetzen. Sie ist zuweilen und mit Recht "eine bewundernswerte Exposition des Monumentalwerks Principia Mathematica" genannt worden; und sie ist zugleich etwas anderes, insofern sie eine relativ eigenständige Einführung in die Grundlagen der Mathematik (...) und der Erkenntnistheorie darstellt. Das Buch entstand 1918 im Gefängnis von Brixton, wo Russell eine sechsmonatige Haftstrafe für seine pazifistische Tätigkeit während des 1. Weltkrieges absaß. Es ist sehr anregend zu lesen, wie beinahe alles, was Bertrand Russell geschrieben hat, und es ist ein Buch von der Art, wie es nur jemand wie Russell schreiben kann, wenn er im Gefängnis sitzt und keine Hilfsmittel hat und sich daher entschließt, allen technischen Ballast abzustreifen. Anders als die heute üblichen Texte im Bereich der Philosophie der Mathematik läßt Russell seine Leser immer an seinem Denken teilhaben, an seinen Vermutungen und Irrtümern und an der Begeisterung, die er bei der Beschäftigung mit seinem Gegenstand empfindet. Da er einer der herausragenden Protagonisten des modernen wissenschaftlichen Empirismus und einer der Begründer der heute dominierenden Philosophie der Mathematik ist, gewinnt man auf diese Weise aus seinen Schriften einen einzigartigen Einblick in die Wechselfälle und Ideen der erkenntnistheoretischen und logischen Diskussionen dieses Jahrhunderts. Pour assurer la validité de ses recherches, la philosophie doit s'appuyer sur une méthode, "quelque chose de parfaitement défini, susceptible de se ramasser en formules, et capable de fournir toute la connaissance scientifique objective qu'il est possible d'atteindre". Tel est l'objectif de ce recueil consacré aux notions de logique, d'infini, de connaissance du monde extérieur, et de liberté, qui comprend notamment une conférence devenue célèbre, (...) La biologie occupe une place centrale dans la philosophie de Raymond Ruyer. Nous nous intéressons dans cet article à certains faits biologiques, considérés par Ruyer comme ayant une portée métaphysique essentielle. Nous nous demanderons si les récentes évolutions de la biologie du développement ont pu invalider ses thèses concernant la morphogenèse, c’est-à-dire l’apparition d’une nouvelle forme dans le développement embryonnaire, et particulièrement son rejet des explications mécanistes. Nous étudierons trois ensembles de faits sur lesquels Ruyer appuie sa philosophie du développement (...) : le rejet du mécanisme et l’importance des facteurs non-génétiques dans l’embryogenèse, la coordination spatiale du développement et notamment de la différenciation cellulaire, et la nécessité de faire appel à une forme de causalité descendante allant de l’organisme au génome. À travers cette étude, si nous ne pouvons prétendre statuer définitivement sur la solution ruyérienne, nous avons toutefois cherché à mettre en évidence la persistance d’importants débats philosophiques autour du problème de la morphogenèse et la fécondité d’une étude de la philosophie de Ruyer pour les aborder. This article deals with the problems of abortion as a political issue, in the form represented in the two reports of the Belgian «National Commission for Ethical Problems». Both the «translation» of the political problem into a question to be handled by an «apolitical» commission on the level of scientific expertness, and the delivery of two mutually dissenting reports, are studied as a typical stage of the development of the political decision-making process in this matter and compared with similar evolutions (...) in the neighbour countries. From a view point of political theory the main problem is the following : how a parliamentary democracy solves such a deap-seated confiict concerning the «basic values» of ethical order of society? Elements of an answer can be gathered from a comparative analysis of the different positions and arguments in the two reports of the Ethical Commission. (shrink)

Contemporary society is preoccupied with wealth. There is no need here to distinguish between capitalism and communism. It is a well-known fact that the great declared objective of Soviet economic planning is “to attain and to surpass the American standard of life.”Every country employs statisticians to compute the annual increase in its national wealth. If the increase is substantial, the government prides itself on it; if it is small, the opposition finds in it a grievance capable of rallying public opinion (...) behind it. In democratic countries, the political organizations that are most firmly entrenched are the ones that seek to advance the pretensions of one group for a larger share of the national wealth, and those that seek to defend the present share of a group against such pretensions. Public affairs consist to a large extent of pleadings and pressures concerning the division of wealth, and to some extent of more technical discussions concerning its increase. (shrink)

The influence of man on man is exercised sometimes to assemble a group of individuals moved toward common action, sometimes to remedy the antagonisms which naturally result from the conflict of human wills. These two situations give rise to two forms of authority which are seldom found in the same person, since one form is essentially exciting and the other essentially calming. The contrast between them can be illustrated by the two images of the bridge of Arcole and the oak (...) of Vincennes.The print which shows Bonaparte hurling himself at the enemy and urging his soldiers to follow sums up in a single scene all the influence toward action he had exercised on them since he had taken command. He had found troops low in morale and without any disposition to take the offensive; he breathed his own fire into them; his famous proclamation tended to imbue them with his own ambition, and united them as participants in his plan. By a remarkable feat of transference, impatient because he was without glory, he made them realize that they were without shoes, and he materialized for them his own vast dreams in the visible form of “the fertile plains of Lombardy.”. «Without a theory of corruption there cannot be a remedy for corruption unless by happy accident». There are empirical theories, such as the functional approach of the political process, but how useful they may be, they essentially fall short. One needs a normative, i.e. an ethical theory of political action.After having evaluated the idea, that politicians and rulers have the right to make use of violence, lies and ruses in order to combat violence and ruse within the community, the article (...) draws some important conclusions from the general democratic principle «no power without control and possibility of sanction by those being subject to that power».Applied to the problem of corruption, this principle can be used as a guideline for a systematic exploration of the structural sources of corruption, defined in a general way as abuse of power. The main thesis reads as follows. The sources of corruption are to be found in those «deficiencies of the system» that create chances for a particular pressure of power to exert an overweight - without possibilities of control and sanction - in the processes of actual definition of the «public interest» or the «common good».An elaboration of the thesis is made by means of an analysis of this kind of «deficiencies» in the Belgian political-administrative system, most of them however not specific for the Belgian situation in particular.Finally, some suggestions for «remedies » against corruption are made, especially in the field of legislative measures.
